Pflegeversicherung (long-term care insurance) covers the costs of professional care at home or in a care home. It was introduced in 1995 as the 5th pillar of social security.
Contribution rates 2026
- Standard rate: 3.6% (split: 1.8% employer / 1.8% employee)
- Childless surcharge (over 23): +0.6% employee only → 2.4%
- Exception: Saxony (different employer/employee split)
Recent changes
Since 2023 the rate has been 3.4%; raised to 3.6% from 2025 to address funding shortfalls. A further increase is under discussion.
